Historical/Biographical Note

Julia Harrison was born on June 10, 1920 in Rochester, New York to Henry and Magdalena Hirsch. Henry and Magdalena emigrated from Hungary as children. In 1919 they married and started a family in Rochester. Henry worked as a laborer and in a factory. Magdalena worked as a house cleaner and also in a factory.

At some point after 1930 the family moved to New York City where Julia attended Public School 9 in Manhattan and graduated from New York Evening High School. In the mid 20th century Julia Hirsch married Joseph Harrison and moved to Flushing.

While living in Flushing Ms. Harrison became a civic activist, participating in the union movement, parent-teacher associations, housing co-ops and more. She did not become politically active until 1968, when Eugene McCarthy and the anti-war movement convinced her that she could make a change. She became active in the local peace movement and enrolled in Queens College as an undergraduate. In 1972 she graduated cum laude from Queens College with a Bachelor of Arts in Political Science.

She joined the Democratic Club of Flushing, Whitestone, College Point and was elected the Chair of the Queens County New Democratic Coalition. In 1972 she was elected the District Leader for the 26th Assembly District, Part A. Throughout the 1970’s she continued to be re-elected though many of the elections were challenging. In 1978 she unsuccessfully ran for New York State Senate. In 1983 she ran and won the New York State 26th Assembly District seat vacated by Leonard P. Stavisky when he won the New York State Senate seat.

She served in the New York State Assembly for just two years. Her time in the Assembly was too short for her to establish much of a record. She was a co-sponsor of a number of bills.

In 1985 she ran for city council and in November voters of the 19th councilmanic district elected her to represent them. This election heralded a first for Ms. Harrison – the first woman on the New York City Council from the borough of Queens. The 19th councilmanic district covered a fairly large swath of northern Queens including Flushing, Whitestone, Beechhurst, Corona, Bayside and Douglaston. However the city’s councilmanic districts were changed and her district became the 20th covering Flushing and a small part of Whitestone.

She was on the Committees for Aging, Education, Government Operations, Health and Standards and Ethics. In 1991 she was the chair of the Standards and Ethics Committee. She was also the chair of the Committee on Aging for a number of years. As chair of the Aging Committee, she successfully led a campaign to assist senior citizens with two housing programs: Senior Citizens Homeowners Exemption (SCHE) and Senior Citizens Rent Increase Exemption Program (SCRIE). Her committee was also active in other areas including – the investigation of elder abuse; elderly drug abuse; Expanded In-Home Services for Elderly Program; and more.

She was also the chairperson of the Legislative Panel on Medical Technology. This panel investigated the use of acupuncture to treat health threatening issues such as crack addiction, HIV-AIDS and sexually-transmitted diseases. The panel actively engaged the health community to support acupuncture. Their engagement and advocacy was instrumental in opening the first acupuncture drug detoxification clinic in Queens at Queens General Hospital. This clinic in cooperation with the first Drug Court in New York became an alternative to incarceration. The panel created legislation to install condom machines in public sleeping facilities and to license prostitutes to prevent the spread of sexually transmitted diseases.

In 1989 Councilwoman and other community activists created the Coalition for a Planned Flushing. This began her office’s decade long attempt to implement a controlled plan for downtown Flushing. In 1990 she used her councilwoman Land-Use powers to plan certain areas of her district, including downtown Flushing. Her office successfully re-zoned downtown Flushing. As with any elected official Councilwoman Harrison was responsible for addressing constituent issues and concerns. The issues ranged from the mundane requiring a few letters, to the complicated requiring petitions, press releases, protests, numerous correspondence, photographs, legal records and more. The complicated issues she addressed included airplane safety, prostitution, the MTA’s renovation of the Main Street/Flushing Subway Station, the disrepair of Flushing’s Municipal Parking Garage, the construction of a grocery store and parking lot at 41-60 Main Street, “Mega-Stores” in Flushing, Korea Town Plaza, Korean War Veterans Memorial Association, Martin’s Field and more.

In 1996, Councilwoman Harrison attracted immense controversy when a New York Times article quoted her as saying Asian immigrants were “invaders” and “criminals.” She apologized for the remarks and stated they were taken out of context. Many were upset by the comments, but many others supported her. The incident did not affect her political career and she was re-elected that fall for her final term in office.

Along with many of her city council colleagues, Councilwoman Harrison’s city council career ended on December 31, 2001 when for the first time New York City politicians could not run for the same office they previously held. She was undeterred by these term limits. She continues to run for state offices, albeit unsuccessfully.

Scope and Content Note

The Councilwoman Julia Harrison Records (1942-1943, 1948, 1956-2001, bulk 1968-2001, 42 boxes, 39.6 cubic feet) document her political career from its start with the Democratic Club of Flushing, Whitestone, College Point, to her Queens County District Leadership post, to her New York State Assembly position and finally to her New York City Council seat. The records document her election to these positions, her work in these positions and her work representing the needs of her constituents. The records are divided into two series Correspondence (3 boxes, 1983-2001) and Subject Files (39 boxes, 1942-1943, 1948, 1956-2002). The Correspondence series has five sub series and the Subject Files has a large number of sub series. The series and sub series are arranged in alphabetical order. The records are in the form of architectural drawings, campaign material, clippings, correspondence, ephemera, financial records, legal records meeting material, notes, petitions, photographs and reports.

The largest sub series in the Correspondence series, In chronological order (33 folders, 1984-2001), contains correspondence to and from Councilwoman Harrison, her constituents, government agencies, politicians and others regarding her and her constituents’ issues. The next largest sub series, Constituents in chronological order (4 folders, 1983-1992, 1995-1997), contains correspondence to and from Councilwoman Harrison, her constituents and government agencies regarding their issues. The two sub series overlap because that is how the Councilwoman arranged this part of her records.

The largest series, Subject Files (39 boxes, 1942-1943, 1948, 1956-2002) contains the records the Councilwoman generated in her career as politician, district leader, New York State Assemblywoman and New York City Councilwoman. The records in these sub series not only document the Councilwoman's interests, Flushing, and constituents’ concerns but also her campaigns, New York State Assembly work and New York City Council work. These records are in the form of architectural drawings, campaign material, clippings, correspondence, ephemera, financial records, legal records meeting material, notes, petitions, photographs and reports.

The majority of the sub series are self-explanatory. However the following provide explanations for the larger sub series.

The records in the Acupuncture (23 folders, 1975-2000) sub series document Councilwoman Harrison’s career long pursuit of using acupuncture to treat a variety of health related issues in the form of clippings, correspondence, meeting material and reports. They document her successful campaign to create acupuncture clinics in Queens that treat substance abuse, including the first ever in Queens at the Queens Medical Center, Queens Medical Center (1 folder, 1988-1991, 1994).

The records in the Airplane Safety (19 folders, 1993-2001) sub series document Councilwoman Harrison’s and the community’s efforts to ensure the safety of airplanes flying over her district to and from LaGuardia Airport. The records include correspondence to and from Federal, State and Local government agencies, elected officials and community groups including Sane Aviation for Everyone, Inc. (SAFE). The records also include meeting material, clippings, petitions and reports.

The largest sub series, City Council (7 boxes, 1986-2001), document Councilwoman Harrison’s work on the New York City Council.

The Budgets (58 folders, 1986-2001) sub sub series contains the budget worksheets, notes, reports and correspondence to and from constituents asking for funding from the Councilwoman documenting the council’s budget creation process. It also documents Councilwoman Harrison’s funding priorities.

Her committee work is documented in the sub sub series Committee on Aging (62 folders, 1986-2001), Committee on Education (6 folders, 1990-1993), Committee on Federal and State Legislation (5 folders, 1990, 1991), Committee on Health (29 folders, 1990-2000) and Committee on State Legislation (2 folders, 1988). All of these sub sub series contain correspondence, hearing material, clippings, reports and notes. The two largest sub sub series, Committee on Aging and Committee on Health, document issues affecting New York City including HIV/AIDS, West Nile Virus, acupuncture, senior citizen’s housing and health care issues, and more.

One of the larger sub series, Civic Groups (46 folders, 1974-2001), contains clippings, meeting material, notes, newsletters and correspondence to and from the groups documenting Councilwoman Harrison’s interactions with these groups and her efforts to resolve their issues such as overdevelopment, religious and medical buildings, group homes and traffic.

The sub series documenting Councilwoman Harrison’s interactions with New York City departments are listed first with the words “Department of” and then in alphabetical order by department. The sub series Department of Transportation (10 folders, 1985-2001) contains records documenting Councilwoman Harrison’s efforts for road and bridge improvements in Flushing.

Another large sub series, Elections (45 folders, 1968-1997), documents Julia Harrison’s successful and unsuccessful campaigns for elected office including Queens County District Leader, Delegate to the Democratic National Convention, New York State Senate, New York State Assembly and New York City Council. These records are her and her opponent’s campaign literature, correspondence, clippings, ephemera, legal records including challenges to her and her opponent’s campaigns and meeting material.

The sub series, Harrison, Julia (5 folders, 1984-2001), contains clippings, correspondence and resumes documenting the Councilwoman’s successful career. Also included in this sub series are clippings in support of the Councilwoman after the controversial New York Times article.

The records in the sub series, HIV/AIDS (8 folders, 1985-2001), documents the disease, its impact on New York City and Councilwoman Harrison’s investigations into it in the form of clippings, correspondence, meeting material and reports. The sub series also contains documents from the Councilwoman’s work on the City Council’s Departments of Health and Aging with respect to HIV/AIDS.

The sub series, Immigration, Anti (2 folders, 1993-1996), contains clippings, correspondence and reports about anti-immigration issues. Much of the correspondence is from people across the United States condemning this country’s immigration policies. Also included are clippings about the Councilwoman’s anti-immigration comments and the controversy.

The sub series, James A. Bland Houses (4 folders, 1982-2001) documents the Councilwoman’s work with the project’s residence attempts to address problems affecting the housing project. The sub sub series, James A. Bland Houses (2 folders, 1985-2001), includes one folder of thank you drawings from children living in the project.

The records in the sub series, Korea Town Plaza (3 folders, 94 prints, 1994), documents the Councilwoman’s unsuccessful efforts to prevent the construction of this store in the form of clippings, photographs and correspondence to and from the developers, government agencies and elected officials.

The sub series, Legislation (31 folders, 1985-2001), is divided into two sub sub series Assembly. Harrison Sponsored Bills (1 folder, 1985) and City (30 folders, 1986-2001). The City (30 folders, 1986-2001) sub sub series is further divided into sub sub sub series of the legislation Councilwoman Harrison worked on the most. The records in these sub sub sub series include correspondence, notes, legislation and reports.

The sub series, Main Street, 41-60 (4 folders, 17 prints, 33 negatives, 1989, 1997-1999), documents a developer’s efforts to construct a parking lot on top of 41-60 Main Street; another developer’s efforts to construct a food court on that block; and Councilwoman Harrison’s efforts to prevent both. The records are in the form of clippings, design plans, government reports, photographs and correspondence to and from developers, the councilwoman, community activists, government agencies and politicians.

The sub series, Martin's Field (4 folders, 10 prints, 1988, 1992-1997), documents Councilwoman Harrison’s work with Mandigo Tschaka to have the city acknowledge that the site contains the graves of Native Americans and to remove the city park on top of the graves. The records are in the form of clippings, design plans, reports and correspondence to and from community activists, Councilwoman Harrison, government officials and politicians.

The sub series, Municipal Parking Garages (2 folders, 15 prints, 1987-1990, 1993-1994), contains records that document Councilwoman Harrison’s efforts to improve the structure of the parking lot and to prevent it from being converted from a parking lot into other uses. The records are in the form of clippings, photographs, reports and correspondence to and from community activists, Councilwoman Harrison, government agencies and politicians.

The sub series, Selfhelp Community Services, Inc. (10 folders, 1984-1999), contains records that document Councilwoman Harrison's efforts to create and sustain Selfhelp groups in different communities in Flushing. The records are in the form of clippings, correspondence to and from community activists, Councilwoman Harrison, Selfhelp Community Services, Inc. and government agencies.

The sub series, Stavisky, Leonard P. (4 folders, 1 print, 1965-1992), contains the records documenting Councilwoman Harrison and Leonard Stavisiky’s relationship from friends to enemies in the form of campaign material, clippings and correspondence.

The records in the sub series, Subway Stations (6 folders, 13 prints, 1994-2001), document Councilwoman Harrison’s efforts to improve the Flushing/Main Street subway station from years of neglect in the form of architectural drawings, clippings, government reports, petitions, photographs and correspondence to and from constituents, community activists, Councilwoman Harrison, government agencies, the MTA and politicians.

The sub series, Vista Towers (4 folders, 13 prints, 1994-1999), document the poor construction of Vista Towers and Councilwoman Harrison’s efforts to assist Vista Towers’ cooperative owners in obtaining compensation from the builder. The records are in the form of clippings, legal records, photographs and correspondence to and from the builder, cooperative owners, Councilwoman Harrison, government agencies and lawyers.

Open for research without restrictions. Manuscripts are only available in the Archives at Queens Library, please call (718) 990-0770 for hours. Manuscript users will be required to complete the division's Manuscript Usage Form and show their photograph identification or Queens Borough Public Library card. The identification will be returned to the user after she/he has returned the material. Manuscript users will deposit all their personal items behind the reference desk. Manuscript users must use the division's loose sheets of paper for note taking. To reiterate, no pen of any type is permitted. Paper and a pencil are available upon request.
