Description: A large group of city officials, engineers and laborers use scrapers, picks and pry bars, in an effort to clear ice from the frozen Flushing Bay, after blasting the ice with dynamite. The frozen bay was preventing the delivery of coal to the area. The attempt was unsuccessful.; hand written on back of print: Flushing Bay 1-21-1918
