Smith - Chairman Transit Committee, and former president of the Jamaica (Queens) Board of Trade.; [Newspaper article pasted on back] … Pursuance of the city's policy of municipal ownership and operation of transit lines will absorb funds that should be spent on other necessary improvements, declared Barton R. Smith, chairman of the transit committee of the Jamaica Board of Trade, yesterday. Smith said that private companies should be permitted to build and operate all transit lines. The proposed plan of the board of estimate to allow $10,000,000 for public improvements throughout the five boroughs during the year of 1926 means the city will lag far behind in needed improvements, Smith declared. He asserted that the allotment provided for Queens under the proposed plan, 28 per cent. of the $10,000,000 would not be nearly enough to meet the needs of that borough. "In Queens today", Smith said, "the sewer system is wholly inadequate for the community needs. The roads are a disgrace to the city. Money should be forthcoming for the widening of many highways and many streets should be paved the full width from curb to curb...
